Through the Home Landscape Workshop, Tennessee Yards and Neighborhoods (TYN) helps homeowners create attractive and healthy yards by working with Tennessee’s environment rather than against it.
The cities of Bartlett and Lakeland, in cooperation with the Tennessee Agricultural Extension Service, will host a six hour Home Landscape Workshop in Bartlett on Thursday Jeanery 20, 2011. The workshop is a University of Tennessee program in partnership with UT Extension, Tennessee Water Resources Research Center and the Tennessee Valley Authority. The workshop begins at 9 a.m. and will be held at the Bartlett City Hall Annex at 6382 Stage Rd, in Bartlett. The workshop will provide guidebooks and diagnostic tools to help you measure your progress toward a “Tennessee Yard Done Right.”
“The goal of this program is to help communities across the state meet their landscaping needs while protecting our natural resources,” said Jesse McCabe, Stormwater Coordinator for the City of Lakeland.
At the workshop, McCabe will join Chris Cooper of the UT Extension Service and Don Fent, Stormwater Coordinator for the City of Bartlett in presenting homeowners with knowledge and skills to create eco-friendly landscapes that can save money as well as resources. The cost is $35 per person and $50 per couple. Lunch, vouchers for two free soil tests, and other materials will be provided. To register call the Shelby County Ag. Extension Service at 752-1207.
CANADA ROAD/I-40 INTERCHANGE CONSTRUCTION SCHEDULED FOR 2012

Senator Mark Norris recently advised Lakeland Mayor Scott Carmichael that the Tennessee Department of Transportation (TDOT) had advised him that construction on the I-40/Canada Road interchange is expected to start in 2012. This is approximately two years sooner than previously expected.
Both Senator Norris and Representative Ron Lollar have been instrumental in working with the City on this project. TDOT personnel have also been very effective in keeping the massive amount of paperwork moving that is necessary on a project like this.

RECYCLING
Lakeland's “Get Caught Recycling” program is to encourage increased recycling. “Get Caught Recycling” rewards residents who have recyclables out for curbside pickup on their collection day. It is a win-win situation for residents and the City. Residents win cash prizes for recycling and the City collects a lot more recycling tonnage, which helps protect the environment for the future.
Household addresses are selected in a random drawing. A City representative checks the bins at the houses in the order of the draw. Four households each month that have at least three different types of recycle material receive $50. The winners "caught recycling" are invited to the Lakeland Board of Commissioners meeting the following month for recognition by the Board, and to receive their checks. Items that can be recycled and qualify for the contest are glass, metal cans, aluminum cans, plastics (remove caps and leave labels attached), newspapers, and cardboard boxes broken down to fit inside the recycle bin.

RECYCLING TOTALS FOR NOVEMBER
In October, 16.26 tons of paper and 11.90 co-mingled materials were recycled, for a total of 28.16 tons. Garbage collected was 279.15 tons.
Last month's total amount of recycled materials dropped 1% to 10% of garbage collected. Yard waste pickup was 750.00 cubic yards.
In November, 25.03 tons of paper and 14.85 tons of co-mingled materials were recycled; for a total of 39.88 tons of recycled materials, and 11% of the total garbage collected of 355.29 tons. The amount of yard waste picked up was 800.00 cubic yards.
This month's total amount of recycled materials was 11% of total garbage collected--the same as 2010's highest amount, but low compared to what other cities recycle.
One of the easiest things that we can do to reduce our environmental impact during this Holiday Season is to ensure that we are putting the right things into our home recycling bins. In recycling right, we ensure the recycling process runs at maximum efficiency and has the greatest environmental benefit in terms of water and energy savings, and reduced carbon dioxide
Americans throw away 25% more trash during the Thanksgiving to New Year's holiday period than any other time of year. The holiday season is a time of giving and sharing with family and friends. While enjoying these traditions, you can also take steps to reduce waste, save money and be creative while making the holidays green. One of the easiest things we can do to reduce our environmental impact is to ensure we are putting the right things into our home recycling bins.
Here are a few tips that can help you reduce holiday waste and trim trash this season:

Santa is making a special stop today at the International Harvester Clubhouse to visit with the boys and girls. Kids’ eyes light up when Santa calls them by name and has some personal comment to share with them about their accomplishments, or maybe about an area they need to do a little better in, or both.
A two way radio is set up so as parents come in, they can write a little note that is shared with Santa to be conveyed to the child.
Free pictures will be taken and ready for pick up in about 15 minutes following their visit.

For the past several years, volunteers from The Lakeshore Ladies Club have wrapped gifts at Barnes and Noble for “ tips.” Once again, the ladies will be wrapping gifts on December 17th to raise money for the new Lakeland Senior Citizens Center. Money raised this year will be donated next year in time for the holidays. The money raised last year from gift wrapping will be donated to Helping Hands, which is an organization that helps needy children in our area at Christmas.

ACTIVATION OF SIGNAL LIGHTS AT I-40 AND CANADA ROAD SCHEDULED

Shelby County officials have advised the traffic signals at I-40 and Canada Road are scheduled to be inspected Tuesday, December 7.
The signal lights will “blink” for 7 days before being fully operational on or about December 14. The Tennessee Department of Transportation requires that signal lights “blink” for at least seven days before becoming operational.

Lakeland's “Get Caught Recycling” program is to encourage increased recycling. “Get Caught Recycling” rewards residents who
have recyclables out for curbside pickup on their collection day. It truly “pays” for several Lakeland residents to recycle! Thank you to all our award winners for their dedication to recycling.
Household addresses are selected in a random drawing. A City representative checks the bins at the houses in the order of the draw. Four households each month that have at least three different types of recycle material receive $50. The winners "caught recycling" are invited to the Lakeland Board of Commissioners meeting the following month for recognition by the Board, and to receive their checks. Items that can be recycled and qualify for the contest are glass, metal cans, aluminum cans, plastics (remove caps and leave labels attached), newspapers, and cardboard boxes broken down to fit inside the recycle bin.
Lakeland is working to raise awareness about the importance of recycling. The contest is to encourage householders to recycle more regularly and it is a win-win situation for residents and the City. Residents can win cash prizes for recycling and the City collects lots more recycling tonnage which helps protect the environment for the future.

For the eleventh year, the artists of the Rural Route Art Studio Tour will open their doors for a full weekend of shopping and relaxed fun at their individual studios. The self-guided driving tour is not only a fabulous opportunity to visit the three interesting and uniquely different spaces, but is also an unusual way to shop for fine art and handmade gifts. Maps are provided at each location for the easy directions to each art studio, and visitors are encouraged to visit all three of them to enjoy not only the wide diversity of art, but also to absorb the unique atmosphere of each location. The tour runs from Friday, December 3rd through Sunday, December 5th, and admission is free.
At the studio of Deborah Fagan Carpenter: 4881 Canada Road, just outside of Lakeland, shop for art in a tranquil home atmosphere, and sip on hot cider and nibble tasty treats while you browse about the studio and garden viewing the wide variety of creativity. Fagan-Carpenter will present the modern expressionist landscape paintings, which she introduced last spring at the 2009 show along with some abstract pieces. Jimmy Crosthwait will have his whimsical mixed media sculptures, and in addition to some of his wallflowers, he has arrangements in bottles, vases and rocks. Diane Meucci from Gardens OyVey (gardensoyvey.com) will display some of her unique plantings in Deborah’s garden again this year.
There is pottery at the Agnes Stark Studio at: 12675 Donelson Road outside Arlington, featuring the well-known dinnerware and decorative stoneware by Ms. Stark. The studio is on a beautiful piece of property, which has been lovingly landscaped by Agnes and her husband Ted, and the gardens are open for people to stroll through, with lots of hidden treasures along the way. There is also an outstanding example of a “dog-trot log cabin” on the property, which is also open for “snooping.”
The Eads Gallery at: 12370 Washington Road in Eads, features the beautiful, ever-changing pottery in stoneware and porcelain by Ellen Boehm. Her son Paul will also show some of his pottery, and her daughter, Sarah Sawyer will present jewelry. The Eads Gallery is located in what was once the general store, and Ellen’s studio, next door was the old post office in the Eads community. There are also some intriguing sculptural pieces on the grounds that visitors will want to “nose around” and find.
Both pottery studios offer a variety of gift items in addition to their large selection of functional pots.
The tour has become a holiday tradition in the area, with people coming from downtown and surrounding towns. It’s a great kickoff to the holiday season in Memphis!

The Annual holiday parade, themed "Happy Holidays from Graceland to Lakeland", will begin at 11:00 a.m. (lineup at 10:00 a.m.) Saturday, December 4th on the corner of Kingsridge Road and Shadow Green Lane. The parade is sponsored by the Lakeland Lions Club in conjunction with the City of Lakeland.
Parade Route: Begins at the corner of Shadow Green on Kingsridge (in the Fairway Meadows subdivision), goes east to Canada Rd, turns north and ends at the Lakeland Outlet Mall.
The awards presentation will be immediately following the parade. Santa Claus will be in the Mall to listen to all the children's wishes following the parade.
To View: The best place to see the parade is along the sides of the entrance to the mall. To avoid traffic it is best to arrive as early as possible, but you can usually come into the back entrance of the mall with no traffic issues. Traffic free (almost) directions: Avoid the four-way at Canada Rd and I-40, but go to Hwy. 64. Turn North on Canada Rd, then right on Monroe (between the Woodland Park subdivision and the mobile home park). Go one mile and turn left into the mall (you enter at the southeast side of Old Time Pottery). Candy will be thrown liberally and chairs, blankets and snacks are welcome.

Santa is making a special stop December 11th at the International Harvester Clubhouse to visit with the boys and girls. Kids’ eyes light up when Santa calls them by name and has some personal comment to share with them about their accomplishments, or maybe about an area they need to do a little better in, or both.
A two way radio is set up so as parents come in, they can write a little note that is shared with Santa to be conveyed to the child.
Free pictures will be taken and ready for pick up in about 15 minutes following their visit.

For the past several years, volunteers from The Lakeshore Ladies Club have wrapped gifts at Barnes and Noble for “ tips.” Once again, the ladies will be wrapping gifts on December 17th to raise money for the new Lakeland Senior Citizens Center. Money raised this year will be donated next year in time for the holidays. The money raised last year from gift wrapping will be donated to Helping Hands, which is an organization that helps needy children in our area at Christmas.

Learn about community resources and how to participate. The ability of your neighborhood, workplace, or school to respond effectively after an act of terrorism, a large earthquake, or another disaster might depend on how well you use the resources available in your community now. Local fire, law enforcement, emergency medical services, and other personnel might be overwhelmed and unable to assist you after a disaster. You may be asked to Lend a Hand.
The Community Emergency Response Team (C.E.R.T.) program can be a useful resource. It is a nationwide all-risk, all-hazard training program. This valuable course is designed to help you protect yourself, your family, your neighbors, and your neighborhood in an emergency situation, such as a major earthquake. C.E.R.T. is a positive and realistic approach to emergency and disaster situations where you as citizens may initially be on your own and your actions can make a difference.
There are other ways you can become a volunteer in our community. Check with the local Mid-South Chapter of the American Red Cross, Salvation Army, or call the Library’s Information Center (LINC) system 2-1-1 line. 2-1-1 is a single source for information about community services, volunteer opportunities, and other human services agencies. Learning about these and what other resources are available in our community and using them now is an important step in preparing for future disasters.

Lakeland residents are encouraged to volunteer for openings on Lakeland Boards and Commissions! Applications are requested by 4:30 p.m., Monday, November 29, 2010.
We have noticed that there appears to be a cycle of a surplus of qualified applicants one year and then too few qualified applicants the next year! This is a “too few” year, so this is your opportunity if you want to serve on a Lakeland Board or Commission!
Service on Lakeland Boards and Commissions is interesting and you play a role in the molding the future (or present) of Lakeland!
Openings are available on all Boards and Commissions, including:
Lakeland Design Review Commission (DRC) The DRC reviews the design, sign, lighting, and landscaping plans of commercial businesses and new residential developments. Meets at 6:30 p.m. on the second Tuesday of each month at City Hall. Members are appointed by the Mayor. Staff Advisor is City Planner/Deputy Growth Management Director Jim Atkinson.
Lakeland Economic Development Commission (EDC) The EDC reviews and proposes economic development initiatives/programs. The EDC is currently preparing a Strategic Plan for economic development. The EDC meets at 6:30 p.m. on the fourth Thursday of each month at City Hall. Staff Advisor is Growth Management Director J. Higbee.
Lakeland Municipal Planning Commission (MPC) The MPC reviews development plans, zoning matters and planning-related matters. Meetings are held at 6:30 p.m. on the third Monday of each month at City Hall. Members are appointed by the Mayor. Staff Advisor is Growth Management Director J. Higbee.
Lakeland Natural Resources Board (NRB) The NRB has an active role in planning, advising, and promoting the development of a comprehensive, community-endorsed natural resources and environmental stewardship program for the City. The NRB generally meets at 6:30 p.m. on the second Thursday of each month at City Hall. Staff Advisor is Natural Resources Director Eric Bridges.
Lakeland Parks and Recreation Board (PRB) The PRB reviews and recommends park development plans, recreation programs and recommends locations of new parks. Meets at City Hall on the second Monday of each month at 6:30 p.m. Staff Advisor is Park Director Brenda Lockhart.
Lakeland Board of Appeals (BOA) The BOA hears appeals on variances and other planning-oriented matters. This board meets “as needed” at 6:30 p.m. on the third Thursday of each month at City Hall. Staff Advisor is City Planner Jim Atkinson.
Lakeland Storm Water Board of Appeals (SWBA) This is a new Board. The SWBA reviews civil penalties and/or damage assessments concerning storm water management and pollution control plans. The SWBA meets on an “as needed” basis with at least an annual meeting. Staff Advisor is City Engineer Philip Stuckert.
Applicants are welcome to attend the Board of Commissioner’s Regular Meeting (December 4) to express their interest and present their qualifications.

WHAT ARE THE CAMERAS AT THE I-40 AND CANADA ROAD INTERCHANGE FOR?

Many residents have noticed the cameras at the I-40/Canada Road interchange. City Engineer Philip Stuckert explains the use of the cameras:
The I-40/Canada Road signals have overhead optical cameras that provide for vehicle detection. They cannot be used for red light violations. The purpose of each camera is to determine the presence of a vehicle in a driving lane. If the camera detects the presence of a vehicle, then information is sent to the signal controller box whereby the controller decides to service that lane with a green light for traffic movement. If no vehicle is detected, then the signal controller does not service that lane of traffic by turning the signals green. This allows the controller to give that “green time” to other legs of the intersection which has vehicles and needs that time to move more traffic through the intersection.
The cameras take the place of induction loops that are installed in the pavement. Induction loops are installed as vehicle detection devices because they are much cheaper than cameras. However in certain conditions such as bridge decks, induction loops cannot be cut into the pavement as they can be in asphalt pavements. Therefore cameras were installed at this signal location.

RECYCLING
According to RecycleWorks, from Thanksgiving to New Years Day, household waste increases by more than 25 percent. Waste reduction is important during the holidays because of all the extra trash we generate at this time of the year. Each week between Thanksgiving and New Years, Americans create 1 million extra tons of trash. Since trash that goes to a landfill never goes away, we are not only spending a lot of money throwing away all of that trash, but are losing the valuable energy and natural resources used to create that trash.
Remember To Recycle- To make your Holidays as eco-friendly as possible, keep in mind you want to reduce waste this year, reuse what you can and recycle everything that is recyclable. Have guests put all cans, wine bottles, plastic containers and newspapers into a special place for recycling. Recycling all packaging, as well as any beverage containers, will significantly reduce the number of times you have to take the trash out, as well as the amount of garbage you send to the landfill.

Lakeland's “Get Caught Recycling” program is to encourage increased recycling. “Get Caught Recycling” rewards residents who have recyclables out for curbside pickup on their collection day. It truly “pays” for several Lakeland residents to recycle! Thank you to all our award winners for their dedication to recycling
Household addresses are selected in a random drawing. A City representative checks the bins at the houses in the order of the draw. Four households each month that have at least three different types of recycle material receive $50. The winners "caught recycling" are invited to the Lakeland Board of Commissioners meeting the following month for recognition by the Board, and to receive their checks. Items that can be recycled and qualify for the contest are glass, metal cans, aluminum cans, plastics (remove caps and leave labels attached), newspapers, and cardboard boxes broken down to fit inside the recycle bin.

HOLIDAY POTLUCK LUNCHEON
On Friday, November 19, donned with the traditional sights and sounds of the season, the IH Clubhouse was the setting for the Seniors 55+ Holiday Potluck Luncheon sponsored by Lakeland’s Trustmark Bank. More than 60 seniors were greeted by Mayor Scott Carmichael, Vice-Mayor Randy Nicholson, Commissioner Mark Hartz, and Commissioner Cecil Tompkins as they enjoyed a delicious meal bearing many holiday favorites.
Following the meal, guests experienced a delightful program provided by City Planning Director, Jim Atkinson, and “His Magic Drum and Mic”.
Guests had the opportunity to win door prizes, poinsettia centerpieces, and a beautiful centerpiece made by local artist, Bobbi Cornett.
Special thanks to Centerpoint Church for donating the cake and rolls, to Lakeland Kroger and Arlington Kroger for the fried chicken, and to Regis Flowers and Gifts for the beautiful lighted Christmas tree. For the eleventh year, the artists of the Rural Route Art Studio Tour will open their doors for a full weekend of shopping and relaxed fun at their individual studios. The self-guided driving tour is not only a fabulous opportunity to visit the three interesting and uniquely different spaces, but is also an unusual way to shop for fine art and handmade gifts. Maps are provided at each location for the easy directions to each art studio, and visitors are encouraged to visit all three of them to enjoy not only the wide diversity of art, but also to absorb the unique atmosphere of each location. The tour runs from Friday, December 3rd through Sunday, December 5th, and admission is free.
At the studio of Deborah Fagan Carpenter: 4881 Canada Road, just outside of Lakeland, shop for art in a tranquil home atmosphere, and sip on hot cider and nibble tasty treats while you browse about the studio and garden viewing the wide variety of creativity. Fagan-Carpenter will present the modern expressionist landscape paintings, which she introduced last spring at the 2009 show along with some abstract pieces. Jimmy Crosthwait will have his whimsical mixed media sculptures, and in addition to some of his wallflowers, he has arrangements in bottles, vases and rocks. Diane Meucci from Gardens OyVey (gardensoyvey.com) will display some of her unique plantings in Deborah’s garden again this year.
There is pottery at the Agnes Stark Studio at: 12675 Donelson Road outside Arlington, featuring the well-known dinnerware and decorative stoneware by Ms. Stark. The studio is on a beautiful piece of property, which has been lovingly landscaped by Agnes and her husband Ted, and the gardens are open for people to stroll through, with lots of hidden treasures along the way. There is also an outstanding example of a “dog-trot log cabin” on the property, which is also open for “snooping.”
The Eads Gallery at: 12370 Washington Road in Eads, features the beautiful, ever-changing pottery in stoneware and porcelain by Ellen Boehm. Her son Paul will also show some of his pottery, and her daughter, Sarah Sawyer will present jewelry. The Eads Gallery is located in what was once the general store, and Ellen’s studio, next door was the old post office in the Eads community. There are also some intriguing sculptural pieces on the grounds that visitors will want to “nose around” and find.
Both pottery studios offer a variety of gift items in addition to their large selection of functional pots.
The tour has become a holiday tradition in the area, with people coming from downtown and surrounding towns. It’s a great kickoff to the holiday season in Memphis!

Santa is making a special stop December 11th at the International Harvester Clubhouse to visit with the boys and girls. Kids’ eyes light up when Santa calls them by name and has some personal comment to share with them about their accomplishments, or maybe about an area they need to do a little better in, or both.
A two way radio is set up so as parents come in, they can write a little note that is shared with Santa to be conveyed to the child.
Free pictures will be taken and ready for pick up in about 15 minutes following their visit.

The City of Lakeland Board of Commissioners is accepting applications for the following volunteer positions until 4:30 p.m., Monday, November 29, 2010:
Lakeland Design Review Commission (DRC). The DRC reviews the design, sign, lighting, and landscaping plans of commercial businesses and new residential developments. Meets at 6:30 p.m. on the second Tuesday of each month at City Hall. Members are appointed by the Mayor. Staff Advisor is City Planner/Deputy Growth Management Director Jim Atkinson.
Lakeland Economic Development Commission (EDC). The EDC reviews and proposes economic development initiatives/programs. The EDC is currently preparing a Strategic Plan for economic development. The EDC meets at 6:30 p.m. on the fourth Thursday of each month at City Hall. Staff Advisor is Growth Management Director J. Higbee.
Lakeland Municipal Planning Commission (MPC). The MPC reviews development plans, zoning matters and planning-related matters. Meetings are held at 6:30 p.m. on the third Monday of each month at City Hall. Members are appointed by the Mayor. Staff Advisor is Growth Management Director J. Higbee.
Lakeland Natural Resources Board (NRB). The NRB has an active role in planning, advising, and promoting the development of a comprehensive, community-endorsed natural resources and environmental stewardship program for the City. The NRB generally meets at 6:30 p.m. on the second Thursday of each month at City Hall. Staff Advisor is Natural Resources Director Eric Bridges.
Lakeland Parks and Recreation Board (PRB). The PRB reviews and recommends park development plans, recreation programs and recommends locations of new parks. Meets at City Hall on the second Monday of each month at 6:30 p.m. Staff Advisor is Park Director Brenda Lockhart.
Lakeland Board of Appeals (BOA). The BOA hears appeals on variances and other planning-oriented matters. This board meets “as needed” at 6:30 p.m. on the third Thursday of each month at City Hall. Staff Advisor is City Planner Jim Atkinson.
Lakeland Storm Water Board of Appeals (SWBA). This is a new Board. The SWBA reviews civil penalties and/or damage assessments concerning storm water management and pollution control plans. The SWBA meets on an “as needed” basis with at least an annual meeting. Staff Advisor is City Engineer Philip Stuckert.
Applicants are welcome to attend the Board of Commissioner’s Work Session (6:30 p.m., Thursday, November 22) or Regular Meeting (6:30p.m., December 4) to express their interest and present their qualifications.

RECYCLING TOTALS FOR OCTOBER
In September, Lakeland recycled 20.10 tons of paper and 14.96 tons of co-mingled materials were recycled, for a total of 36.71 tons, and about 11% of the total garbage collected of 306.14 tons. Yard waste pickup was 850.00 cubic yards.
In October, 16.26 tons of paper and 11.90 co-mingled materials were recycled, for a total of 28.16 tons. Garbage collected was 279.15 tons.
Last month's total amount of recycled materials dropped 1% to 10% of garbage collected. Yard waste pickup was 750.00 cubic yards.
We have made great strides in recycling in Lakeland in recent years, and with everybody playing their part, we can do even better. Your recycling efforts are to be congratulated! A big thank you to all residents who are regularly recycling. It means valuable natural resources are being saved, and less waste is going to landfill. I encourage all households to try and reduce their waste and recycle as much as possible. Every little bit counts, and collectively we can make a real difference, for the benefit of future generations.
Lakeland's “Get Caught Recycling” program is to encourage increased recycling. “Get Caught Recycling” rewards residents who
have recyclables out for curbside pickup on their collection day. It truly “pays” for several Lakeland residents to recycle! Thank you to all our award winners for their dedication to recycling
Household addresses are selected in a random drawing. A City representative checks the bins at the houses in the order of the draw. Four households each month that have at least three different types of recycle material receive $50. The winners "caught recycling" are invited to the Lakeland Board of Commissioners meeting the following month for recognition by the Board, and to receive their checks. Items that can be recycled and qualify for the contest are glass, metal cans, aluminum cans, plastics (remove caps and leave labels attached), newspapers, and cardboard boxes broken down to fit inside the recycle bin.

Members,
This morning we had a white van with blackout tinted windows driven by a white female with white hair. This person stopped at the corner of Bailey and Snickers and attempted to lure children in to her van by offering to let them use her cell phone. Luckily none of the children accepted her offer, she told the kids that she would be back.
This was reported to the Bartlett Police Department and they stated that the person and or persons in the van would more than likely try this again. Please make sure that your children are aware of this situation and not to speak to any strangers or accept any offers of candy, money or cell phone usage. Make sure they report any and all incidences at once to you their bus driver or a teacher and if possible get the license number and description of the vehicle.
Please take this alert very seriously and I would suggest that you make sure your children are accompanied both in the mornings and afternoons when they are riding the school bus. If you cannot be there then please talk to another neighbor whose children are on the same bus and not leave your child unattended.
For those of you that do not have children please keep an eye out for any unusual behavior and report it immediately to the Bartlett Police as well.

For the eleventh year, the artists of the Rural Route Art Studio Tour will open their doors for a full weekend of shopping and relaxed fun at their individual studios. The self-guided driving tour is not only a fabulous opportunity to visit the three interesting and uniquely different spaces, but is also an unusual way to shop for fine art and handmade gifts. Maps are provided at each location for the easy directions to each art studio, and visitors are encouraged to visit all three of them to enjoy not only the wide diversity of art, but also to absorb the unique atmosphere of each location. The tour runs from Friday, December 3rd through Sunday, December 5th, and admission is free.
At the studio of Deborah Fagan Carpenter: 4881 Canada Road, just outside of Lakeland, shop for art in a tranquil home atmosphere, and sip on hot cider and nibble tasty treats while you browse about the studio and garden viewing the wide variety of creativity. Fagan-Carpenter will present the modern expressionist landscape paintings, which she introduced last spring at the 2009 show along with some abstract pieces. Jimmy Crosthwait will have his whimsical mixed media sculptures, and in addition to some of his wallflowers, he has arrangements in bottles, vases and rocks. Diane Meucci from Gardens OyVey (gardensoyvey.com) will display some of her unique plantings in Deborah’s garden again this year.

Santa is making a special stop December 11th at the International Harvester Clubhouse to visit with the boys and girls. Kids’ eyes light up when Santa calls them by name and has some personal comment to share with them about their accomplishments, or maybe about an area they need to do a little better in, or both.
A two way radio is set up so as parents come in, they can write a little note that is shared with Santa to be conveyed to the child.
Free pictures will be taken and ready for pick up in about 15 minutes following their visit.

Lakeland Design Review Commission (DRC). The DRC reviews the design, sign, lighting, and landscaping plans of commercial businesses and new residential developments. Meets at 6:30 p.m. on the second Tuesday of each month at City Hall. Members are appointed by the Mayor. Staff Advisor is City Planner/Deputy Growth Management Director Jim Atkinson.
Lakeland Economic Development Commission (EDC). The EDC reviews and proposes economic development initiatives/programs. The EDC is currently preparing a Strategic Plan for economic development. The EDC meets at 6:30 p.m. on the fourth Thursday of each month at City Hall. Staff Advisor is Growth Management Director J. Higbee.
Lakeland Municipal Planning Commission (MPC). The MPC reviews development plans, zoning matters and planning-related matters. Meetings are held at 6:30 p.m. on the third Monday of each month at City Hall. Members are appointed by the Mayor. Staff Advisor is Growth Management Director J. Higbee.
Lakeland Natural Resources Board (NRB). The NRB has an active role in planning, advising, and promoting the development of a comprehensive, community-endorsed natural resources and environmental stewardship program for the City. The NRB generally meets at 6:30 p.m. on the second Thursday of each month at City Hall. Staff Advisor is Natural Resources Director Eric Bridges.
Lakeland Parks and Recreation Board (PRB). The PRB reviews and recommends park development plans, recreation programs and recommends locations of new parks. Meets at City Hall on the second Monday of each month at 6:30 p.m. Staff Advisor is Park Director Brenda Lockhart.
Lakeland Board of Appeals (BOA). The BOA hears appeals on variances and other planning-oriented matters. This board meets “as needed” at 6:30 p.m. on the third Thursday of each month at City Hall. Staff Advisor is City Planner Jim Atkinson.
Lakeland Storm Water Board of Appeals (SWBA). This is a new Board. The SWBA reviews civil penalties and/or damage assessments concerning storm water management and pollution control plans. The SWBA meets on an “as needed” basis with at least an annual meeting. Staff Advisor is City Engineer Philip Stuckert.
Applicants are welcome to attend the Board of Commissioner’s Work Session (6:30 p.m., Thursday, November 22) or Regular Meeting (6:30p.m., December 4) to express their interest and present their qualifications.

Lakeland's “Get Caught Recycling” program is to encourage increased recycling. “Get Caught Recycling” rewards residents who
have recyclables out for curbside pickup on their collection day. It truly “pays” for several Lakeland residents to recycle! Thank you to all our award winners for their dedication to recycling.
Household addresses are selected in a random drawing. A City representative checks the bins at the houses in the order of the draw. Four households each month that have at least three different types of recycle material receive $50. The winners "caught recycling" are invited to the Lakeland Board of Commissioners meeting the following month for recognition by the Board, and to receive their checks. Items that can be recycled and qualify for the contest are glass, metal cans, aluminum cans, plastics (remove caps and leave labels attached), newspapers, and cardboard boxes broken down to fit inside the recycle bin.
Lakeland is working to raise awareness about the importance of recycling. The contest is to encourage householders to recycle more regularly and it is a win-win situation for residents and the City. Residents can win cash prizes for recycling and the City collects lots more recycling tonnage which helps protect the environment for the future.

FEMA ISSUES NEW GUIDANCE TO SUPPORT
PEOPLE WITH DISABILITIES DURING DISASTERS
WASHINGTON - The Federal Emergency Management Agency (FEMA) today announced new guidelines on emergency sheltering to help state planners and non-profit organizations ensure that people with access and functional needs receive lawful and equitable assistance in the aftermath of a disaster.
The Functional Needs Support Services Guidance, or FNSS, gives state governments recommendations to help them provide emergency sheltering services that meet the needs of their communities and are in compliance with existing federal laws designed to prevent discrimination on the basis of disability. These laws include the Americans with Disabilities Act, the Stafford Act, the Fair Housing Act, the Rehabilitation Act, the Architectural Barriers Act and the Post-Katrina Emergency Management Reform Act.
"At FEMA, we don't plan for easy, we plan for real -- and that means doing a better job of meeting the needs of people with disabilities when a disaster strikes," said FEMA Administrator Craig Fugate. "We have to start by supporting and encouraging our entire emergency management team, including our state and local partners, to integrate the needs of people with disabilities into all of their planning. These guidelines are an important step forward in these efforts, and will help ensure that shelters better meet the needs of evacuees with disabilities, from providing sleeping arrangements, to meeting hygiene and dietary needs, to accommodating for service animals."
According to the U.S. Census Bureau, one in every five Americans has some type of disability. The FNSS guidance encourages emergency managers to integrate the needs of people with disabilities - and all populations in their communities - into every aspect of their planning for disaster preparedness, response and recovery operations.
Planning for the whole community and incorporating the needs of people with disabilities into disaster operations has been a top priority for Fugate since coming to FEMA. In September, FEMA hosted its first-ever "Getting Real" conference, which brought together stakeholders from the disability and emergency management communities to discuss how we can better partner together and integrate the needs of people with disabilities into our emergency planning. The BOC encourages everyone in the community to plan to attend the Town Hall Meeting. Mayor Carmichael, Vice Mayor Nicholson, and Commissioners Barber, Hartz, and Tompkins are your hosts for this meeting. The Board wants to hear from you. Feedback is key to serving the residents of Lakeland and making our great city even better.
The Town Hall Meeting is an open forum, and a great opportunity to show civic support, ask questions, voice your opinion and/or concerns, or go into more detail on a particular issue (or perhaps even to thank the Board for their service to the community--we are sometimes quick to criticize and forget to show our appreciation for the time and effort the Board spends on the many difficult matters that come before them).
STORM WATER BOARD OF APPEALS

experience or having the expertise to evaluate actions
are needed to determine if actions are in accordance
with regulations are encouraged to apply!
Knowledge of storm water issues such as erosion and sedimentation, storm water pollution prevention plans, and state environmental regulations is not required. The ability to review a decision to insure that the appropriate procedures were followed is required. Persons with a legal, arbitration or similar background are especially encouraged to apply, but residents with the ability to review information, state and city regulations, and the enforcement actions taken on a specific situation and then make fair and impartial decisions are encouraged to apply.
The decision of the board is the last administrative appeal for violations, so it is important that members be able to consider all facets of a situation and make a ruling based on the appropriate regulations.
Members of the five member board are appointed by the Board of Commissioners. Contact Theresa Meyer at 867-2717 for an application form. Potential applicants are also encouraged to discuss the position requirements with City Engineer Philip Stuckert, City Manager Robert Wherry or City Attorney David Lakin.
RECYCLING
Lakeland's “Get Caught Recycling” program is to encourage increased recycling. “Get Caught Recycling” rewards residents who
have recyclables out for curbside pickup on their collection day. It is a win-win situation for residents and the City. Residents win cash prizes for recycling and the City collects a lot more recycling tonnage, which helps protect the environment for the future.
Household addresses are selected in a random drawing. A City representative checks the bins at the houses in the order of the draw. Four households each month that have at least three different types of recycle material receive $50. The winners "caught recycling" are invited to the Lakeland Board of Commissioners meeting the following month for recognition by the Board, and to receive their checks. Items that can be recycled and qualify for the contest are glass, metal cans, aluminum cans, plastics (remove caps and leave labels attached), newspapers, and cardboard boxes broken down to fit inside the recycle bin.

Heartsong Church is offering its 7th annual "Halloween Hollow" tomorrow, October 30th from 2:00 – 5:00 p.m. The church is located at 800 Houston Levee Rd. Cordova.
Everyone is invited to come, with or without costumes, to the 30 acre wooded campus of Heartsong, located on Houston Levee Road between Macon and Walnut Grove for our annual “Halloween Hollow" which will include carnival games, train rides, pet costume contest, adult costume contest, hay wagon rides and a bonfire with S’mores!
There’s also Trick-or-Treating in Heartsong's unique way. . . . Children and parents will walk through the wooded trails of Heartsong and be offered treats along each turn of the trail from costumed members of the church family. The trick-or-treating will take place from 3:00 until 4:00 p.m.
This is an event for all ages and Heartsong stresses that this is not a scary walk but one filled with fun and excitement. . . .a safe and secure way for little ones to experience this special holiday in a way that both parents and children can enjoy.
