    Note: this is a 30 acre planned residential development calling for 41 lots. The current zone is AG, with future Rural Residential recommended. The site is directly south of the trap and skeet range in the Gun Club. A variety of lots sizes are proposed, from about 1/3 to 1 acre. A wide open area is left between the homes and the gun club.

Lakeland Seeks Applicants to Fill Park Board Vacancy

Citizens interested in serving on the Parks and Recreation Board are asked to drop by city hall to complete an application or call 867-2717 to have a form faxed. The Park Board meets the 2nd Monday of each month at 6:30 p.m. The BOC will make an appointment in September to fill the vacated seat through December, 2005. Applications should be submitted by August 18.

      Do make the effort to see this display and the ongoing series of Lakeland art works shown at City Hall. You will realize that we are much more than a collection of front yards and cars. We are a talent pool worth knowing.
      We note that the East  Shelby Review referred to this exhibit as "travel photos." Indeed, they are from various parts of the world, but these are much more than snapshots .

Board of Commissioners August 6 Meeting: Brief Summary of Key Actions

Sewerage Commission Business
1. Approved the sewer concept plan for the Oaks Subdivision.
2. Did not approve a resolution requiring the developer of the Oaks subdivision to return to the BOSC after preliminary plat approval to discuss the possibility of assisting with construction of an off site gravity sewer replacement of a segment of force main.

Old Business
1. Passed on first reading: Ordinance adopting Phase II “Storm Water Management & Pollution Control Ordinance”.
2. Requested that City Engineer Jarrett meet with Woodland Park HOA to work out joint action proposal to city and WPHOA Board regarding correcting drainage issues along Monroe Rd.
3. Passed on first reading a new Article IV, Schedule of District Regulations of the Zoning Ordinance amending Permitted & Conditional Uses and amending discrepancies in the Industrial Districts.

Lakeland Artist Part of National Show at Jay Etkin Gallery

Carla Sexton’s Afternoon Companion can be seen in the Colored Pencil Society of America’s International Exhibition on display at the Jay Etkin Gallery, 409 S. Main, through August 9. Ms Sexton recently displayed her varied work at the Lakeland City Hall Gallery.

Youth Soccer Assn. Fall Registration Ends August 6

Registration is open at City Hall for the fall soccer league for boys and girls ages 4-8 years of age. The cost is $70 per child which includes insurance, uniform and award. This is a training league which plays 3 or 4 per team—6 or 8 total members per team. Registration closes August 6. Contact Joy Cloud, 867-2717 for full details

Letter from Wildlife Enthusiast Draws Support

Last week’s QNet carried a letter from Lori McMillon asking motorists to be alert to the deer crossing zone on Canada Road where a faun had been killed. We received several supporting “seconds” from readers. Chris Masin, Public Works Director installed two deer crossing signs the next Morning and Signs First proprietor, Ginger Smith, offered to donate a sign.

C.A. Cupp’s response should give us hope. In part, he said:
I am always rushing to get to someplace that I think is important, but which is probably not.  I was reminded a few weeks ago that Nature has its own pace.  I was leaving the house and some geese were merrily walking down the street.  They did not care if a big red truck was behind them or that the guy in the truck thought he needed to be somewhere.  As I sat there I started enjoying the waddle of the geese and the carefree attitude they were expressing.  It made me laugh at them and myself.  I felt a calm come over me.  It reminded me how fortunate I am to live in an area like Lakeland.  We must never allow ourselves to put the wildlife so far down our list of important things, that we forget how really, really important they truly are.

This citizen alert, then quick city response to this situation, is a good example of how each of us can help Lakeland be a better place. When you see a problem or have a question, contact city hall, or ask QNet to help direct your concern. The city needs your eyes to alert them to problems of all sorts—illegal dumping, erosion problems, damaged pavement, illegal activities, etc. The folks at city hall want Lakeland to be as great a town as we do. Give them a heads up when you can.

1. An Ordinance to amend Title 14, Zoning and Land Use Control, to adopt Chapter 9, entitled Landscaping and Screening Requirements.
2. An Ordinance to amend Title 14, Zoning and Land Use Control, to adopt Chapter 10 entitled, Site Lighting Requirements.

City would waive certain fees in exchange for the improvements.  A similar sewer system upgrade on Canada Rd. S. of I-40 in exchange for fee reduction was approved last year in conjunction with the Sterling Place development.

Lakeland Civic Club Quarterly Dinner Meeting is Tuesday, July 27

The Lakeland Civic Club will hold its quarterly member meeting on Tuesday,
July 27, 6:30 p.m. at Club Windward on Canada Road.  Chefs at the Club will prepare a delicious dinner ($12 a person). LCC members are asked to bring
homemade ice cream or cookies for dessert. Last minute reservations may still be possible.  Call Pat Pope, 388-3501.  LCC activities for the remainder of 2004 will be discussed at the meeting.

This site is located between US70 and Old Brownsville Rd. directly west of Lakeland Heights s/d. MPC suggested a tighter development plan relationship between this property and the Winstead property. A mixed use total plan was suggested for this tract rather than residential only now and commercial only at a later date

Lakeland's Growth and the Natural Environment: We Share This Place

Editor's Note:
The following was received on Friday from a long-term Lakelander and QNetter, Lori McMillon. As Lakeland responds to the pressure of development Lori's comments are worth adding to our municipal self awareness. Lakeland's Comprehensive Plan urges us to develop within a rural character, but on major roads rural character may not be fully rural.  Lori's message reminded me that our Comprehensive Plan does not mention providing for the wild life that shares our space now and will have less and less of it in the future. Canada Road will soon be 4 lanes with a planted median, then 6 lanes when warranted. The 100 acres south of the Outlet Mall is now in preliminary planning to be developed as the new Lakeland Town Center. Commercial development south of the "Cotton Cabin" is likely to follow. Existing, planned, or concept submittals for development on Seed Tick Rd. now encompass about 90% of the road. Lori, your words are a perfect gentle reminder.

To the QNet Editor:
Tonight I was on Canada Road on my way to pick up my daughter after she got off of work.  Off to the side I noticed a small figure lying in the grass.  So small it didn't look real, it appeared like a plastic reindeer from a discarded holiday decoration.  I turned around in the Cotton Cabin parking lot and headed south, turned around again at the next turn, and went back to take a second look by turning on my caution lights, pulling over, and getting out to see if there was anything that could be done.  There in the grass laid the tiny figure of a newborn fawn.  It couldn't have been more than a few days old and had apparently been hit by a car while trying to cross the road with the rest of the herd. 

This area of road has been used by deer as an early morning and evening crossing for a long time, at least from 1986 when my family moved here and my guess would be it has been used for much longer.  There used to be a deer crossing sign there back before Canada Road was a through street to Houston Levee.  People that lived here respected that portion of road and traveled much slower and occasionally I would see a car pulled over to enjoy the wildlife that practically lived in our back yards.  I've seen deer more times than I can count.  I saw my very first beaver in that area too and was amazed at what a large animal they really are.  It's sad enough to see Lakeland's wildlife have less and less space these days but to see a tiny fawn killed in this area was a sad reminder to me of how much this area has grown and how seldom people care for the environment and it's inhabitant's that we intrude upon. 

 
Is there anyone you know of that I could ask to put another deer crossing sign on that stretch of road and maybe around Canada Rd. and Monroe?  Maybe someone could write up a gentle reminder to help protect our natural beauty to QNet subscribers too.

BOC approved an appeal from Tugwell Oil Company for a new canopy sign, removal of certain island signs, replacement of certain pump signs, with all existing out of compliance signs to remain in place for 5 years through a special contract.

DRC Special Meeting of Thursday, July 8

Agenda:  To discuss and take action on a sign request by the Tugwell Oil Company (Exxon Gas Station).

The DRC rejected a request from Tugwell Oil Co. for a new, larger canopy sign to accompany new facia on the canopy. The Sign Ordinance maximum for such signs is 10 sq. ft and the requested sign was 17+ sq. ft.  The Sign Ordinance permits an appeal of a DRC rejection to the BOC.

Parks and Recreation Board Special Meeting

At a recent MPC meeting the concept plan discussion revealed that there were no pedestrian or vehicle connections between these parks and the subdivisions. Considerable resident reaction was expressed relating to making connections to the parks as well as to new and existing greenways. The PRB was asked to make a formal recommendation to the MPC on these issues.

1) Action on Approval of Preliminary Plat - Bentbrooke Hills S/D, Phase 3
A Peek at the Plat
Nineteen, two-acre or larger lots are proposed on 60+ acres east of phase 2  Bent Laurel Lane N. now runs eastward through the TVA easement to the Tompkin property for a future connecting street to Chambers Chapel Rd. Some creekside buffering and a detention pond are shown. A HOA will maintain the detention pond and creekside buffer, but no HOA is established in the provided covenants. No grading other than for roads and drainage are proposed. The TVA transmission lines run along the east end of the property, an area prescribed for a public greenway in the Comprehensive Plan, but none is shown on the plat.

New Business
1. Discussion on Concept Plan – Oakwood S/D, Phase 2.
A Peek at the Plat
Eighty, R-1 planned development lots are proposed on 41.5 acres, including 8 acres of open or common space. Actual lot sizes will average about 13,500 sq. ft. A 10 acre unnamed greenway public park abuts the E. side of the s/d. No connecting street is shown to Herons Landing Lane but city staff is recommending this be done. Several walkways are provided within the natural areas, but the greenway creek in the park is not shown with a trail.

2. Land Disturbance Permit – Woodland Park Commercial. 
Developer seeks a permit to grade, remove earth, non-specimen trees, and reconfigure most of the C-2 site surrounding Walgreens.

3. Rezoning request for Davidson, minor, two-lot s/d on Monroe Rd. from AG to two acre lot E-R.

4. Recommendation to BOC for Acceptance of Public Improvements at Walgreens (sewer and drainage structures).

5. Extension for Final Site Plan – Bella Venetian Restaurant. 

6. Discussion on recommending to BOC an Amendment to Zoning Ordinance regarding allowed uses in various zones relating to places of worship, nursing and retirement communities, and changes in lot coverages, and uses permitted by right or by appeal.
