Lakeland Parade Winners:
Despite the chilly weather and an occasional drizzle, we had a good turnout for the 2005 Parade. The judges booth was very busy observing the numerous floats and other participants. Winners for this year's parade are as follows:

For Floats:
  1st place went to Brownie Troop 473
  2nd place went to Lakeland Civic Club/Lakeland Ladies Club
  3rd place went to Woodland Park Homeowners Association

For Entries Other than Floats:
  1st place went to Riders of the Purple Sage
  2nd place went to Mid-South Twirlers
  3rd place went to Sunshine Stables

A big thanks goes out to all of our participants, everyone that came out to watch and cheer, and to the Lakeland Lions Club for organizing the event.

Lakeland Lighting Contest 2005:
 The Lakeland Civic Club would like to thank everyone that entered the contest this year. They had a record amount of entries. Lakeland holiday parade:
The theme for this year's Lakeland parade will be "Celebrate Family." The parade will be held on  Saturday, December 3, starting at 11:00 AM. Line up at 10:00 AM on Lakeland Hills Drive at Shadowgreen Lane. The route will be: east on Kingsridge Road, then north on Canada Road, and turn into the entrance to the Lakeland Factory Outlet Mall. To avoid traffic, enter Kingsridge at either the Sonic at U.S. 64 or from Stonebridge. The rain date will be Sunday, December 4, with lineup at 12:30 PM.

Annual Lighting Contest:
Lakeland Civic Club is hosting the Annual Christmas Residential Lighting Contest on December 6th.  Homes will be judged in three divisions:
* Elfin Division:  A small yard display or small display on house
* Griswold Division:  A large display of lights on house or in yard, or both
* Animated Division:  At least three or four moving objects along with lights

Contest is open to all Lakeland homes.  Judging will be after 6:00pm.  Three winners for each category will be notified by phone that evening and a yard sign will be placed in the yards throughout the holidays.

The meeting was called to order at 6:40 by Chairman Randy Nicholson.

Approval of Meeting Minutes:
A motion was made and properly seconded to table the approval of the regular meeting minutes of October 20, 2005.  (Motion passed unanimously, 3 in favor and 0 against)

Old Business:

1.   A request for a variance from Article IV, Section 1, Chart 2 of the Zoning Ordinance of 0.1 feet (1.2 inches) to allow a 4.9 foot side-yard setback for an existing house on the property located at 9148 Valkrie Lane.
This item was withdrawn at the request of the applicant.

2.   A request for a variance from the minimum setback requirement to construct an addition to the existing home located at 9308 Curling Pond Lane.
A motion was made and properly seconded to approve the requested variance from the rear yard setback requirement of ten (10) feet to construct an addition to the existing house at 9308 Curling Pond Drive consistent with the letter provided from the Stonebridge Golf Club granting permission to the property owner to encroach into the easement.  (Copy of letter on file)

Motion passed unanimously, 3 in favor and 0 against.

Lakeland holiday parade:

The parade will be held on  Saturday, December 3, starting at 11:00 AM. Line up at 10:00 AM on Lakeland Hills Drive at Shadowgreen Lane. The route will be: east on Kingsridge Road, then north on Canada Road, and turn into the entrance to the Lakeland Factory Outlet Mall. To avoid traffic, enter Kingsridge at either the Sonic at U.S. 64 or from Stonebridge. The rain date will be Sunday, December 4, with lineup at 12:30 PM.

An awards ceremony will be held afterward until 1:30 or 2:00 PM. Prizes and trophies will be given to the top three or four winners in categories of floats, bands, cars and Lion's Choice (anything not in other categories). For an application to be in the parade, call City Hall at 867-2717.

The Lakeland Lions Club has donated $100 each for the first two bands to sign up and march in the parade.

All entrees will be judged on theme, originality, presentation and appearance.

And the lighting of the front entrance will be held on the evening of Saturday, December 10th.  They will begin the event at about 6:00 PM.  All Lakeland residents are invited to witness this spectacular display. They will also be serving complimentary hot cider/chocolate at the front entrance.

FOUND - Kitten:
A kitten showed up at the Clemmons' house on Memphis Arlington Rd. Friday, Nov. 18.  It is orange and white, appears to be around a year old, and has been de-clawed.  It is very sweet and desperately wants in the house.  If anyone has lost a cat, please call 385-7803.

RURAL ROUTE VI:
For the sixth consecutive year, a wonderful group of artists in the Lakeland, Eads & Arlington areas welcome the public into their private studios for their Annual Open Studio Holiday Tour.  Appropriately named "Rural Route", the self guided driving tour is not only a fabulous opportunity to visit the four interesting and uniquely different studios, but is also a great way to do some holiday and personal art shopping.  Maps are provided at each location for the easy directions to each art studio, and visitors are encouraged to visit all four of them to enjoy not only the wide diversity of art, but also to absorb the unique atmosphere of each studio.  The tour runs from Friday, December 2nd through Sunday, December 4th, and admission is free.

City Hall Closed:
City Hall offices will be closed on Thursday, November 24, and Friday, November 25, in observance of Thanksgiving.

Lost puppy found near IH Park:
A puppy estimated at 12 weeks old was found near IH Park Thursday morning. The puppy does not appear to be a stray, as it was wearing a collar. Anyone missing a collared pup should contact Bill at 623-9192. If you can describe the pup & collar then he will gladly return them both to you!

Lakeland holiday parade:
The theme for this year's Lakeland parade will be "Celebrate Family." (For ideas, look on the Internet at last year's Rose Bowl Parade.) The parade will be held on  Saturday, December 3, starting at 11:00 AM. Line up at 10:00 AM on Lakeland Hills Drive at Shadowgreen Lane. The route will be: east on Kingsridge Road, then north on Canada Road, and turn into the entrance to the Lakeland Factory Outlet Mall. To avoid traffic, enter Kingsridge at either the Sonic at U.S. 64 or from Stonebridge. The rain date will be Sunday, December 4, with lineup at 12:30 PM.

An awards ceremony will be held afterward until 1:30 or 2:00 PM. Prizes and trophies will be given to the top three or four winners in categories of floats, bands, cars and Lion's Choice (anything not in other categories). For an application to be in the parade, call City Hall at 867-2717.

The Lakeland Lions Club has donated $100 each for the first two bands to sign up and march in the parade.

All entrees will be judged on theme, originality, presentation and appearance.

Lakeland Elementary School (LES) opened in 2001. It is a wonderful school with many amenities, but it is missing a playground. Recess and play are such
an important part of childhood. Children develop social skills and imagination during play and will tend to be more physically active. The Lakeland Elementary PTA has developed a playground plan that focuses on fitness and fun play activities. Specifically, the plan will provide for a Little Tykes outdoor playset surrounded by a walking track and ten physical fitness stations.

This project is expected to cost approximately $100,000. Thus far, the PTA has collected a little over $11,000 for this project. However, the PTA is
seeking help from the Lakeland Community to reach its goal to build the playground by the end of summer 2006. In addition to seeking support from the
community, the PTA and LES hope to raise funds for this project through corporate donations, applying for grant funds and hosting a number of scheduled school and PTA fundraisers.

Arlington for the Arts Inc. to perform comedy classic, Arsenic and Old Lace:

National Family History Day, 2005:

Surgeon General Carmona has declared Thanksgiving 2005 to be the second annual National Family History Day. Thanksgiving is the traditional start of the holiday season for most Americans.

Whenever families gather, the Surgeon General encourages them to talk about, and to write down, the health problems that seem to run in their family. Learning about their family's health history may help ensure a longer future together. .


Americans know that family history is important to health. A recent survey found that 96 percent of Americans believe that knowing their family history is important. Yet, the same survey found that only one-third of Americans have ever tried to gather and write down their family's health history.

Because family health history is such a powerful screening tool, the Surgeon General has created a new computerized tool to help make it fun and easy for anyone to create a sophisticated portrait of their family's health.

This new, revised version of the tool, called
"My Family Health Portrait" is a web-enabled program that runs on any computer that’s connected to the web and running an up-to-date version of any major Internet browser. The new version of the tools offers numerous advantages over last year’s version, which had to be downloaded to the user’s computer, but only those running the Microsoft Windows operating system.

The web-based tool helps users organized family history information and then print it out for presentation to the family doctor. In addition, the tool helps users save their family history information to their own computer and even share family history information with other family members. The tool can be accessed at https://familyhistory.hhs.gov/.

The U.S. Surgeon General makes the tool freely available to all users. No user information is saved on any computer of the U.S. federal government. See the Privacy and Security Policy on the tool for more information.

When you are finished organizing your family history information, the tool will create and print out a graphical representation of your family's generations and the health disorders that may have moved from one generation to the next. That is a powerful tool for predicting any illnesses for which you should be checked.

Construction work on the re-alignment of the intersection of Seed Tick Road with Old Huff & Puff Road began this morning. Qnet inquired with City Hall as to the timeline for this construction work so that persons using Seed Tick will be able to prepare for traffic delays.

The City Engineer replied with two comments:

1) The initial work re-aligning the intersection of the two roads is scheduled to be finished today. She will be inspecting the site this afternoon to confirm that proper traffic signage is in place to inform drivers of the road changes.

2) There is a second section of this intersection construction that will occur between the new intersection and the entrance to The Pointe. The start date for this additional work has not yet been confirmed. The City Engineer will keep Qnet posted so that traffic warnings can be issued in a more timely fashion.

If you will be using Seed Tick, please drive carefully, be aware of potentially confused drivers and allow for a little extra time in your trip.

The 2006 Class of Leadership Lakeland is now forming.  The Charter Leadership Lakeland class was held in 2005 and was a rousing success.  Classes will meet an average of two times a month from mid-January - May and will expose participants to a wide variety of topics such as  "Lakeland's Guiding Documents,"  "Education in Lakeland,"  "Strategic Planning You Can Use," and "Lakeland's Natural Resources."   Registration forms may be picked up at City Hall, and the deadline to register is December 15th.    For more information, please contact Stephanie Anderson at AndersonBOC@bellsouth.net, Kathleen Brasfield at klbasfield@bellsouth.net, or City Hall by phone at 867-2717.

Harding Academy Buys 100 Acres in Eastern Shelby County:
October 2005, Memphis
. . . Harding Academy has purchased 100 acres in Lakeland, Tennessee to relocate the operations currently housed on the school’s Cherry Road campus. The property the school has acquired is between Hwy. 70 and Old Brownsville Road, bordered by Scott’s Creek on the west.

In June 2003, the Harding Board of Directors unanimously voted to relocate from the 28 acres on Cherry Road, just off of Park Avenue in East Memphis, to a new campus in eastern Shelby County. The past 28 months have been spent locating and securing the property that will meet the school’s needs for the next fifty plus years. The Board’s plan calls for the Lakeland campus to initially be a middle school and upper school built in the next 5 years. Later, the Academy will add an Early Childhood and lower school to complete the consolidated campus.

Harding Academy has operated on the Cherry Road campus since 1953 when school founders purchased the King Mansion in East Memphis. The original phase of the present Academy facility was completed in 1958.

Harding President Tom Dickson says, “For over fifty years, God has richly blessed Harding at its current location. The bold vision and prayerful efforts of our Board of Directors will enhance the legacy of the Academy and glorify God through diligent stewardship of the many resources we are blessed to have for Christian education.”

Herding cats...

Last week Qnet put out an alert for one missing cat that returned home on his own accord. This week, we have three more, but this time they were found and are in need of a new home.

Speaking of cats, it appears that someone dumped a momma cat and two medium-sized kittens in our neighborhood.  Since the kids fed them, the cats seem like they want to stay around.  Of course, they are driving my dogs crazy, which is why I need to find them a new home.

If you know somebody who wants 3 nice cats (momma is a calico color, one kitten is black and white, while the other is orange), they can call our house at 937-0513.

Lakeland Board and Commission Openings:
The Lakeland Board of Commissioners is accepting applications from Lakeland residents willing to serve in the following volunteer positions:

Lakeland Board of Appeals (BOA) one vacancy. The BOA hears appeals on variances and other specified matters, normally planning oriented. This board meets as needed at 6:30 PM on the third Thursday of each month.

Lakeland Design Review Commission (DRC) three vacancies. The DRC reviews the design, sign, lighting, and landscaping plans of commercial businesses. The DRC currently meets at 6:30 PM on the second Tuesday of each month.

Lakeland Economic Development Commission (EDC) two vacancies. The EDC is charged with developing a City environment conducive to the recruitment and retention of businesses. The EDC serves as a liaison between the City, its businesses, and the citizens of Lakeland. The EDC currently meets at 6:30 PM on the fourth Thursday of each month.

Lakeland Parks and Recreation Board/Lakeland Natural Resources Board (PRB/NRB) three vacancies. The PRB reviews and recommends park development plans, recreation programs and recommends locations of new parks. The NRB considers matters and makes recommendations related to the conservation of natural resources. The PRB/NRB meets on the second Monday of each month at 6:30 PM.

"Vacancies" includes current members who are eligible for and may apply for re-appointment for another term.

Lakeland Youth Basketball League - Tuesday, October 18:
Join the fun and be a part of the  Lakeland Basketball program.

Sign-up begins on October 15th at I.H. Clubhouse 4523 Canada Road from 9:00-1:00. You can also register at Lakeland City Hall on Tuesday October 18th from 5:30-7:30. Starting date will be approximately middle of November.

Registration $75.00 includes, uniform, insurance and a trophy. There will be no refunds issued after October 25th. Any registration forms received after Tuesday October 18th will be put on the waiting list.


Lakeland Youth Cheerleading League:

Note: The resolution previously passed incorrectly noted the time as 6:30 and the correct time for the Town Hall meeting is 5:30.
3. Discussion on Amendment to Intergovernmental Agreement for Ambulance Services.
Note: This is an annual amendment where the contract for Ambulance service is re-adjusted based on the number of calls from Shelby County and the rural municipalities. Based on call volume, Lakeland's share of the fees is 2.79%, coming to $29,492.00 for the 05/06 year.
4. Discussion on Guard Rail Installation Bids.
Note: This is for guard rail construction at two sites: Old Brownsville Road at Scotts Creek, and Cobb Road at a brach just north of Hwy 64.
5. Discussion on setting a public hearing date for Veranda Woods Preliminary Development Plan and Special Permit.
Note: Veranda Woods is a proposed 14 lot subdivision located at Old Brownsville and Evergreen Roads. The MPC has recommended approval with conditions. The public hearing date will be set for October 24.
6. Discussion on Contract Extension for Bentbrooke Hills Subdivision/Phase 3.
Note: The developer is requesting a 12 month extension.
7. Discussion on Contract Extension for Herons Ridge Section B.

Discussion on a Resolution authorizing the execution of an agreement between the City of Lakeland, Tennessee and Shelby County, Tennessee, to provide Division 14 of the Shelby County General Sessions Court with the jurisdiction to try and dispose of violations of the Lakeland Municipal Code, Zoning Ordinance, Tree Ordinance, and Sign Ordinance.
Note: Approval of this resolution would allow Lakeland to file ordinance violations with the court located in Arlington, instead of downtown Memphis.
11. Discussion on a recommendation from the DRC to amend the Lakeland Municipal Code, Title 14, Chapter 9, Table 9-2 updating the recommended species list.
Note: The Natural Resources Board made a recommendation to the DRC to adopt an approved species list for their use in approving landscape plans. The DRC is asking that this change be codified.
12. Discussion on changing the December Work Session.
Note: The current work session date falls on December 26, which is a holiday, the City Manager is recommending that it be changed to December 20.

NOTE: Item #4 was removed from the Consent Agenda and then it was passed as amended by unanimous vote.

CONSIDERATION OF ITEMS REMOVED FROM THE CONSENT AGENDA:
4. Discussion on Guard Rail Installation Bids.
Note: This is for guard rail construction at two sites: Old Brownsville Road at Scotts Creek, and Cobb Road at a branch just north of Hwy 64. This item was removed from the consent agenda to verify that the contractor was not the same contractor accused of not installing guard rail posts to the proper depth. Once verified that this was not the same contractor, the bid was approved on a unanimous vote.

TREASURER'S REPORT:
The City of Lakeland continues to do well financially. The following figures were reported:
Available funds: $4,488,990.00
Realized Revenues: $578,210.00
Realized Expenditures: $393,885.00
Revenue exceeded Expenditures by $184,325.00

A motion to file the Treasurer's Report passed on unanimous vote.

PUBLIC DISCUSSION:
Several people came forward to ask why the New Canada Road was going to connect to (Old) Canada Road at a location that directs traffic toward the backs of homes at Windward Slopes.  Alternative route that moves the connection south to connect near the old tennis courts of Club Windward was the preferred route by residents. The City Engineer indicated that this alternative route would increase tree loss and require more grading than the original location. Mayor Carmichael reminded everyone that we are not at a point to make final decisions, thanked everyone for expressing their concerns, and suggested that they stay in contact with the City Engineer to stay informed.

Other residents came forward to express concerns over the installation of utility lines by MLGW. Some as to how it affected (and is destroying) the tree canopy over Seed Tick Road and others as how pole lines are being routed through the middle of their back yard.

2. Action on Resolution approving paving for certain roadways in the City of Lakeland.
Note: The road sections are: Evergreen (from Hwy 70 to Old Brownsville), Old Brownsville (from Evergreen to western City limits), Stewart (from Brunswick to Old Brownsville) and Old Brunswick. There was a miscalculation in the figures presented at the work session. The new figures doubled from $59k to $108k, although the budget has an allocation to cover $250k. After discussion of removing Evergreen from the list, due to potential construction damage, the motion to approve the remaining three roads at a cost not to exceed $98,300 was approved by unanimous vote. Evergreen may be added into the contract if the City can route construction traffic through a different location.
3. Discussion on election of Vice Mayor.
Note: After every regular municipal election, the BOC elects a Commissioner to serve as Vice Mayor for a two year term. Stephanie Anderson was nominated, accepted, and was elected to the position of Vice Mayor by unanimous vote.
4. Appointment of BOC liaisons to the municipal boards.

Oath of Office Ceremony 5:30 p.m. Thursday, October 6:
All Lakeland residents are invited to meet the new Lakeland Commissioners this Thursday as they take their Oath of Office at 5:30 p.m., October 6 at Lakeland City Hall. Scott Carmichael will be sworn in as Mayor, Matthew Beatty as City Commissioner and Clark W. Plunk as City Commissioner.

Regional elected officials Shelby County Mayor A.C. Wharton, State Senator Mark Norris and State Representative W.C. "Bubba" Pleasant will be present to administer the oaths of office.

The BOC Regular Meeting will start at 6:30 p.m. after the Oath of Office ceremony. There will be a reception lasting after the Oath of Office until the start of the Regular Meeting to provide time for visiting and greeting.

Registration fee is $75, which includes insurance, coaches and competitive league experience, t-shirt and trophy. The cost of the uniform is $163 which is payable to Varsity.

We will be hosting a uniform exchange at City Hall on October 20 from 5:00PM - 5:45PM. You will have the opportunity to sell and/or purchase a used uniform. The resale price will be $50. The City of Lakeland will not be responsible for any unsold uniforms.

Uniform fitting date is Friday, October 21 starting at 5:00PM. Uniform fitting times will be assigned by teams. You will be contacted with your team's fitting time.

Note: This is an annual amendment where the contract for Ambulance service is re-adjusted based on the number of calls from Shelby County and the rural municipalities. Based on call volume, Lakeland's share of the fees is 2.79%, coming to $29,492.00 for the 05/06 year.
4. Discussion on Guard Rail Installation Bids.
Note: This is for guard rail construction at two sites: Old Brownsville Road at Scotts Creek, and Cobb Road at a brach just north of Hwy 64.
5. Discussion on setting a public hearing date for Veranda Woods Preliminary Development Plan and Special Permit.
Note: Veranda Woods is a proposed 14 lot subdivision located at Old Brownsville and Evergreen Roads. The MPC has recommended approval with conditions. The public hearing date will be set for October 24.
6. Discussion on Contract Extension for Bentbrooke Hills Subdivision/Phase 3.
Note: The developer is requesting a 12 month extension.

Note: The Natural Resources Board made a recommendation to the DRC to adopt an approved species list for their use in approving landscape plans. The DRC is asking that this change be codified.

Help protect our Right of Ways!
There are several U.S. congressional initiatives to strip the power to regulate street and public right-of-way management from cities and counties and allow communication and utility companies to do as they want on public right-of-ways. Our elected representatives are only hearing from the supporters of the legislation (utilities, communication companies etc.), so it is important that residents contact our elected representatives and insist that the City of Lakeland have the right to regulate our right of ways.

The Lakeland Lions Club is now taking applications for volunteers for the Haunted Forest.  The dates are:

Note: This document was my Leadership Lakeland project and was presented to the City in June. I have worked out some minor changes with Staff over the summer and it will be presented to the MPC for possible acceptance for use. This is a guidance document only, to assist in understanding the application of our stream buffer management ordinance. Since it is neither an ordinance or code change, approval or adoption is not applicable.

OLD BUSINESS:
1) Action on a recommendation to the BOC for Acceptance of Public Improvements – Cool Springs Planned Development.
Note: This item is likely to be postponed at the request of the applicant.
2) Action on a recommendation to the BOC for Approval of Preliminary Development Plan – Veranda Woods.
Note: This item had been postponed from the last MPC meeting so that applicant could modify their plans to mitigate some design concerns identified by staff. The new plan addresses most of those concerns and Staff has recommended approval with conditions. Of particular interest is an increase from 13 to 14 lots on this 5 acre parcel.
3) Action on Approval of Construction Plans – Fairway Meadows Commercial S/D.
Note: Staff is recommending approval of the construction plans.

Note: As of this writing, the required electrical work has not yet been completed. MLG&W has made some contractor changes that have put many developers behind schedule by not getting the utilities in place. The Midsouth Airshow Foundation, Inc. is a non-profit organization dedicated to children's charities of Memphis.  Our sole fund-raising activity is the production of the biennial Midsouth Airshow with the next show scheduled for 30 September to 2 October featuring both the U.S. Navy Blue Angels and the Canadian Forces Snowbirds, along with civilian pilots Sean D. Tucker and Gene Soucey and many more exciting acts.  Ours is a world-class volunteer-run event brining quality family-oriented aerial entertainment to the public while keeping a philanthropic theme that is unmatched.

Written and Directed by Daniel Pound, Reactions will be performed September 9 - 11 at the East End Playhouse in Lakeland, TN. Reactions is an outlet for response to the 9/11/01 World Trade Center tragedy. Hear from 7 people as they struggle with a single moment that changed their lives forever.

"This is our third time to host this superb homage to those lost and effected by the most pivotal event of a lifetime for many of us" says Artistic Director, Anthony D. Pound. Anthony returns to East End Playhouse from New York City to join the talented cast of this show. "I was in the original production with students from Arkansas State University and really wanted to be there last year, but I am so excited to be able to take time out and come back."

The story revolves around 7 people and the tragic events that simultaneously bind them together and tear them apart. The cast is made up of Christina Berg and Sidney Krosbie both new to the East End along with Lee Stewart (A Midsummer Night's Dream) and Matt Goad (Laughter on the 23rd Floor). Rounding out the cast are Chris Tracy (Complete Works of William Shakespeare abridged) and the shows writer/director Daniel Pound both back from last years cast. The script deals with reactions to the event and will assuredly offer a reflection of your life changes in a "post 9/11" world.

AFTA was formed in 1999 with the goal to educate and entertain by bringing all art forms to Eastern Shelby County and the surrounding communities. They moved to their new home in the Lakeland Outlet Mall in December, 2003. In its six seasons AFTA has hosted Talent Competitions (Mid South Fair, Bravo Network), Performance Workshops, art shows, and numerous theatrical productions.

CANADA ROAD UPDATE:
On the roadway south of the interchange, progress is continuing.  I have been told that the west lanes should be completed late this summer and the east lanes will be started after the traffic is diverted from the east to the west.

The interchange is a different matter.  The plans for the diamond interchange have been nearly completed for quite some time.  At the City's insistence and with compelling traffic data, we persuaded the state to design a Single Point Urban Interchange (SPUI).  The SPUI is the design that is being used at Germantown and Walnut Grove as well as at most of the interchanges along the Nonconnah.  The SPUI that would be used at Canada would have the intersection at the top of the interchange rather than at the bottom like most of the interchanges previously mentioned.  The state has completed the design and a cost estimate.  This estimate indicated that the difference in price was about $3.3 million.  Given the traffic information that we have compiled, we are still insistent on the SPUI.  The City's analysis indicates that the improved diamond (the state's original plan) would be at or over capacity within 5 years.  It just doesn't make sense to build an interchange that will not come close to providing adequate traffic management for its design life. 

Given the discrepancy in prices, the City Engineer asked the state for copies of the plans.  After a brief review, she had some concerns that she shared with the engineer who first proposed the SPUI and has been working with us in the pursuit of the SPUI.  He has the plans now and is reviewing them for potential cost savings.  Once his review is complete, the City will meet with the state engineers to discuss the interchange, possible modification to both plans and a reanalysis of the cost.

Once the decision is made, the state will hold public meetings as a part of their design process.  Final plans will be completed and the design will be bid on or about December of 2006.  Yes, it seems like a long time off, but it is a relatively positive timetable.  Things in engineering go slowly, especially in governmental engineering, but the checks and balances are in place to assure that the product that results best serves that citizens.

LifeBlood will be on hand for those wishing to donate blood. The Bartlett Recreation Center will have information and exercise demonstrations.

Several health screenings will be available including tests for blood pressure, cholesterol, glucose, bone density and vision. All of these tests are free and are performed by the doctors, nurses and technicians of St. Francis Hospital -Bartlett who are donating their time for the community.

Come out and take advantage of these many services offered by our area hospital, Saint Francis-Bartlett. While at the health fair get a free 10 minute therapeutic massage from High-Tech Institute and refreshments courtesy of Davies Plantation Homeowners Association.

Arlington Chamber of Commerce Expo:

The Arlington Chamber of Commerce is having their first annual business expo on Saturday, October 1, 2005.  The event will be held at the Arlington High School and the hours are 10:00am to 2:00pm.

Shakespeare now playing at the Lakeland Factory Outlet Mall

Right now enjoy a night out with a difference.  Yes, Shakespeare is playing in the Factory Outlet Mall, at what is known as the East End Playhouse, first corridor on the right after you enter the Mall.  Arlington for the Arts, Inc. is offering a delightfully funny and enjoyable summary of all of Shakespeare's works that offers a rollicking good time for the audience as four young men play a variety or roles that will amaze you.  I saw the show last night and was impressed by the level of acting and it is clear that the troupe really enjoys its performance in this very intimate theater in the mall.  Ambitious scenes include summarizing all of the bard's 16 comedies into one brief skit, doing Othello as rap, covering a string of plays in a sports metaphor, and then performing an abbreviated Hamlet in which the Hamlet himself becomes overwhelmed with the expectations associated with the famous “To Be or Not to Be” soliloquy.  To cap it off, Hamlet is rerun at higher speed and as a finale the highly condensed version is run backwards.  It is very funny.  Go see for yourself.

Saint Francis Hospital-Bartlett is holding a Community Health Fair for the benefit of all residents of the area. The health fair will have many informational booths, handouts and testing stations to address health issues for the entire family. There will also be seminars on various health topics put on by health professionals on subjects such as sinus problems and cancer. 

Information on Wellness, Heart Disease, Drug Use and Prevention, Tobacco Use, Cancer,  Diet and Nutrition, Diabetes Management, Women's Health, Mental Health, Stroke Prevention, Violence Prevention, Childhood Dangers and Safety, Alzheimer's Dementia, Organ and Tissue donation, Living Wills, Alcohol Consumption, Medication Management, and Healthcare financing options along with other topics will be available. LifeBlood will be on hand for those wishing to donate blood. The Bartlett Recreation Center will have information and exercise demonstrations.

Several health screenings will be available including tests for blood pressure, cholesterol, glucose, bone density and vision. All of these tests are free and are performed by the doctors, nurses and technicians of St. Francis Hospital -Bartlett who are donating their time for the community.

Come out and take advantage of these many services offered by our area hospital, Saint Francis-Bartlett. While at the health fair get a free 10 minute therapeutic massage from High-Tech Institute and refreshments courtesy of Davies Plantation Homeowners Association.

PUBLIC DISCUSSION:
1) Harding Academy Presentation - A proposed campus presentation was made by Harding Academy President Tom Dixon. Mr. Dixon indicated that the campus would most likely be built out in two phases. The first phase would be at the southerly end of their 100 acre sight and would consist of the middle and high school with associated facilities. The second phase, anticipated up to 15 years later, would consist of an elementary school and pre-school facility. The overall project was well received, although there were some concerns expressed regarding traffic and the lighting of athletic fields. The BOC will consider a resolution on this matter at there regular meeting of 9/1.

1) Action on a recommendation to the MPC concerning parkland dedication in association with the greenway within the Estates of Maple Grove development.
Note: The Lakeland Zoning Ordinance requires that certain stream buffers be dedicated to the City if they coincide with the Greenways Plan. Staff is recommending a rejection of this dedication so that transfer to a Land Conservation Trust at a later date is simplified. The City would still maintain a trail through this greenway. The PRB recommended rejection of the dedication and this item passed unanimously.
2) Action on a recommendation to the BOC to adopt a resolution approving a Reserve Account for Park & Recreation donations and expenditures.
Note: This action would allow anyone to make a tax deductible donation designated for a specific project of their choice. Funds would be held by the city and used only for the purpose for which they were donated. This will assist the city in raising the funds for park development without relying on fees, taxes or impacting the budget. The PRB recommended approval of a resolution and this item passed unanimously.

I-40 / Canada Road Interchange Update:
The following note was received from the Staff of Senator Norris:

    Mr. Beatty,
    I wanted to update you regarding the proposed interchange at I-40 & Canada Road.  I directed my staff to follow-up with the TDOT planning office on the upcoming design hearings to be held in Lakeland.  We were informed that as of this week, the engineers are continuing to finalize their report on the different types of interchanges.  The department believes that they will be ready to hold the public design hearings in late Fall.  At this time they expect the hearings to be held in November or early December at the latest.

    We will continue to keep you informed of the status of these hearings.  Please do not hesitate to contact me if I can ever be of service.

Lakeland Board of Commissioners, Thursday, August 4:
The following matters were approved as part of the Consent Agenda:
1) Special Meeting Minutes of June 27 and Regular Meeting Minutes of July 7
2) Capital Improvements Plan
3) Resolution approving Contract to Audit Accounts for the period ending June 30, 2005
4) Resolution to ban burning of debris and trees on development sites.
5) First Reading of an Ordinance amending Lakeland City Code to change the name of the Lakeland Tree Board to the Lakeland Natural Resources Board.

The following item was removed from the Consent Agenda and postponed to the next BOC Work Session:
1) Resolution concerning directional signs for the 2005 Lions Club Haunted Forest.

A motion to file the Treasurers Report was passed unanimously. The report indicated that revenues exceeded expenditures by $670, 853.00.

Sewerage Commission Business:
1) Resolution 2005/08-xx, Approving Concept Sanitary Sewer Plan for Lake Forest (Shelby County Assessor Parcel Numbers: L0159 00139, LO159 00444, and LO159 00445) was approved unanimously after brief debate. This resolution approved a maximum of 741 sanitary sewer taps.

Old Business:
1) Final Reading of an Ordinance of the City of Lakeland amending Section 11-301 & 11-302 and adding Section 11-303 & 11-304 concerning noise regulations and offenses against the peace and quiet in the City of Lakeland. This item passed with 3 votes in favor and 1 abstention.
2) First Reading of an Ordinance amending the Fiscal Year 2005/2006 Lakeland City Budget. This item passed unanimously.

New Business:
1) Action on First Reading of an Ordinance amending the Lakeland Code concerning the requirements for parking areas. This item was postponed, by a 3-2 vote, to the next BOC Work Session.
2) Action on approval of the development contract for Evergreen Hills, Phases 2 & 3. This item was added to the agenda after it was verified that the parkland fee in lieu of dedication was added to the contract and passed unanimously.
3) Action on Lake Forest Mixed Use Planned Development and Special Permit.
Lake Forest is a mixed use traditional neighborhood design (TND) project on 128 acres at Canada Road and I-40. The Municipal Planning Commission (MPC) recommended approval subject to two addendums of changes to the plan and additional conditions. The applicant, Belz Investco, was appealing three of the conditions imposed by the MPC.
1) Modifications to the Land Use Provisions regarding a commitment to the amount of sales tax generating retail. The appeal on this item was granted.
2) Allowing an additional median cut on Canada Road for left turn access into a southern entrance. The appeal on this item was granted.
3) Construction of a second access road from the project to the Lakeland Outlet Mall. The appeal on this item was denied.
Commissioner Hartz attempted to block the median cut with another motion, but the motion failed with a 2-3 vote.
After a review by the Growth Management Director, a presentation by the applicant and lengthy debate the plans were approved with conditions as amended on a 4-1 vote. Related to the plan approval was approval of a Special Permit which was passed unanimously.

NEW! Family Picnic Date UPDATE!
The Lakeland Civic Club needed to change their Family Picnic Date.  Here's the new info: October 1, 2005 at City Hall Park, starting at 11:00 AM.
The entire family can enjoy!  They will have homemade ice cream as well as old-fashioned games, such as an egg toss, for the children.  Beverages as well as paper products will be furnished by the club.  Plus, there will be other activities for all to enjoy.  Bring friends and let us get to know one another!

On August 4, 2005 at 7:00 PM at the International Harvester Club house, the Lakeland Lions Club is sponsoring a presentation on how not to be a victim.   The program will be about 2 hours and free to anyone wanting to attend.  They are having a speaker from the NRA talk about things everyone can do to protect themselves, by knowing what to look for and what to not do that could attracts the bad guys.
